Concentration limits apply at the outlet discharging effluent (excluding sea water cooling discharge) to the receiving environment. Once-through seawater cooling: oil & grease in cooling water effluent shall not exceed 1.0 mg/l separately from this table.

Ni+V (liquid fuel only): 5 mg/Nm³ both existing/new. H2S in fuel gas (liquid/gas): 150 mg/Nm³ both. Sulphur content in liquid fuel: 1.0 wt% existing, 0.5 wt% new. Standards for Equipment Leaks (LDAR Programme)
Thresholds shown are the "w.e.f. 1 January 2009" values, which are the currently operative figures (superseding the pre-2009 values, which were: 10000 ppm general HC for all components; 3000 ppm benzene for pump/compressor; 2000 ppm benzene for valves/flanges/other). Applies to hydrocarbon gases, light liquid (VP@20°C >1.0 kPa), and heavy liquid (VP@20°C 0.3–1.0 kPa). Any component leaking by sight/sound/smell (visible vapour, liquid dripping, soap-bubble test) is a leak regardless of measured concentration.

Storage Technology Options (Reference)
Benzene Storage (simpler than the Benzene/VCM/ACN petrochemical provisions — only two options here): (1) FRT with vapour incineration, ≥99.9% VOC removal; or (2) IFRT/EFRT with double seals, emission-reducing roof fitting, fixed roof, ≥99% vapour removal.
Solvents for Lube-Base Oil production (Furfural, NMP, MEK, Toluene, MIBK): IFRT with double seals and inert gas blanketing, ≥97% vapour removal efficiency.
Wastewater VOC control: contaminated/odorous streams in closed systems to primary treatment (oil-water separator, equalization tanks); water-seal traps on sewers/drains, gas-tight junction box covers; off-gas from separators/equalization tanks treated to remove ≥90% VOC; aromatics plant (benzene/xylene) wastewater treated to ≤10 ppm benzene, ≤20 ppm total aromatics before discharge, without dilution.
